you for the consideration of Granville a copy of a despatch from the Govr of Hongkong
respecting the deportation to of a Chinaman from Japan, under a warrant from the Captain Chief Judge of the Supreme
Court of China and Japan.
Lord Granville will observe that Sir D. Kennedy suggests that the Order in Council of
1865 under the provisions of which this deportation was
effected should be amended so as to enable the Governor...
